2D ingame top look grid editor with mouse - multiplayer friendly

How to make editor with this parametres: -ingame -top look -grid -for vehicles -with mouse -when you can place some special blocks on the normal and some blocks from side. -colider model -dynamic pivot point - wheel placement -some kind of format export for multiplayer.
