Skyrim's Sparks

I have this game with lightning as main weapon.

The game is first person so Skyrim's sparks would be a good look for my game.

Searched the web over and over and I only found 2D or very bad looking in first person.

This would be an example of what I'm looking for.

Since I'm new to game development I'm looking for project/source code / video tutorial / website which has tutorial.
