I believe this is because the aspect ratio changes. Note how wide the Game window is before playing, compared to how tall it is. Then look at the difference after you launch. Also, it appears that there is no vertical "zoom", as you don't see anything cut off on the top or bottom during Play mode.
If you click on the dropdown at the top that says "Free Aspect" and instead choose a fixed resolution (like 1920x1080) then it should change so that nothing's cut off - you'll instead get letterboxes on one size if the window doesn't have the exact same aspect as the aspect ratio you chose. If it does zoom in a bit, it'll be a real zoom that you can control with the Scale slider near that dropdown.
Sure it gets worse, but now if you have your game windows set to a fixed aspect ratio then you can change the camera's field of view and it should be consistent across both windows.
It may not be "worse", depending on your target device and other considerations. Notice it's not cutting off the top or bottom, just the sides. If you took the window as you see it in the editor in the first image (before the zoom), and you enlarged it to be full screen so that the left/right sides touched the edges of your monitor, then the top and bottoms of that image would not touch the top and bottoms of your monitor.
This is because that aspect ratio is very different than most monitors, which are 16:9 or 16:10. The aspect ratio of that window is more like 16:5 or something, and you're unlikely to find a screen with that aspect ratio.
I would make sure you set the fixed window size to have an aspect ratio equal to what you expect the player to finally have. For example, if I have a 16:9 monitor, with 1920x1080 resolution, then this new aspect ratio is actually better because I can now run the game in full screen. $$anonymous$$ost (but not all) phones also have a 16:9 resolution.
If it's important for you to have the player see further on the horizontal axis, then I'd follow @unity_ek98vnTRplGj8Q 's advice and change the camera field of view.
