Can I transfer a asset store license?

If I work on a commercial project for a company and I need an editor plugin from the Asset Store, it is bound to my account. If I leave the company, the company would want to transfer this plugin it paid for to someone else and would prohibit future use by me. So how is this manageable?

If this works the same as let's say unity 3.x ios/android licence, that only allowed 2 machines per seat, then It would require to contact unity from the machine that needs to cancel the license, de-activate(similar to internet activation), and then the license was available to activate in another machine.

What's wrong with having the company buy it under their name?

No it is not possible to transfer assets, specifically editor extensions.

Appendix 1 Clause 2.2: ...the END-USERS shall not be entitled to distribute or transfer in any way...
