Which method should I use for basic cutscenes for convenience?

Hello, I want make a basic cutscenes which includes only character, camera movements. I was planning to write a script that triggers animations respectively according to time. But I am not sure is it the best approach for that.

I think there are some tools that enables me to do these things easily but I dont have budget for buying these assests.

So I am here for suggestions. What is the best method for basic cutscenes?
