Can asset store editor extensions and starter kits charge royalties or other fees?

I've read a few posts on this but I'm not sure I agree.

Everyone points to http://unity3d.com/legal/as_terms Appendix Section 2. That section talks about how a user has rights to the assets, distribution, etc. But I don't see an explicit statement preventing the asset store item from being sold under royalty rights.

Lets look at an example:

City Building Kit can be seen here: https://www.assetstore.unity3d.com/en/#!/content/16417

Now visit their website and view their terms here: http://www.citybuildingkit.com/terms/

In their terms they state things like this:

"We may be developing original applications that we own that may be similar to your application. That means that our application was already in development when you submitted your application and you agree to waive any intellectual property issues should you submit an application that is similar to one that we have created or are in the process of creating."

"You provide us with a permanent, irrevocable, royalty free, transferrable license to publish, copy and distribute any application that you create with our tools and services as well as the ability to use your name, likeness, personal information and application for marketing and promotional purposes."

This language makes me feel like they can do whatever they want with my code if i use their assets in the asset store. Is there specific EULA language somewhere that clears this up? A great document would be the agreements asset store developers have to agree to when publishing assets.
