The first looks more like a large particle effect, the second looks like the built-in fog (Render Settings / Fog) could approximate it.

It is just a particle system that has no velocity and long lifetime, or no destroy. The velocity makes the particle go in a defined direction (like in Alan Wake), your fog is static so no movement, then the lifetime of the particles is real long so it stays there.
