How can ı create a Master Server for Legacy Multiplayer System?

Hi! I am trying to setup a Master server on my Cloud Computer that ı have bought from amazon cause of unity's master server doesnt run every time. Some times ı cant connect unity's master server and ı want to create my own master server.

ı have downloaded required application from here and ı run it on cloud pc(windows server 2012) and ı saw everything ok on cmd. but when ı tried to used my server's ip as master server ı get an error like that "Are you sure this server can connectable?" on unity.

what am ı doing wrong? Please help me?

I have solved to problem with opening ports on my firewall and on my server.master server working verry well now :D Good Bye Unity Master Server :D
