Hotkeys do not work in WIN7

I have problems with unity hotkeys on my Windows 7 SP1 Home Premium. They dont work. Key F work fine but other keys like CTRL+SHIFT+N in Unity editor, CTRL+V/C in Script editor. Language of WIN7 is russian.
