How to add a Control Page to Pause Menu?

So the problem I have is the control button I have will not open up the controls page I have. The code runs when I test it but nothing happens on screen so I know it's executing but not why it won't run. Its suppose to have a button to open the instructions and another to go back to the pause menu. I'm fairly new to this.
