Scroll list isn't working,Scroll list not scrolling. Can someone help me?

Hi! I'm developing a game where I make with a script, a list of arrows that the user drag and drop. So this list I wanna make it scrollable so I follow this tutorial: https://youtu.be/_ijhS6aezQc . But it isn't working the scroll part. I'm adding to this post two pictures, one of the scroll view panel, and then one of the empty object where I add the arrows. I've been trying to make it works for weeks, so I'll appreciate your help! Thank you!
