how to fix automatic camera rotation when using joysticks?

Hello i have a problem that when i use joysticks,mainly the right thumbstick, the camera seems to be rotating on its own but very slowly. the problem still happens no matter what camera script i use. it even happens when the controller is off so i am guessing its a problem within unity. Does anybody know how to fix it? all suggestions are welcome :)
