Can I upload a game to any website, or greenlight if i'm using personal edition
so I am planning to make a game, and I want to know if i can upload it somewhere, like kongregate, or if I could somehow get it on steam greenlight, am I allowed to?

As long as you have the license for all your content within the game, the version of Unity does not restrict you in any way. You're free to upload your content to wherever you want.
