Can't install Unity on Windows 8.1

Hello, I'm trying to install Unity 5.3.5f1. When i run the installer(UnityDownloadAssistant-5.3.5f1), I get the "Do you want to all the following program to make changes to the computer?" warning. I click "Yes", and then i get a "Unity requires Windows 7 or later." error.

I'm running "Windows 8.1 Pro 64 -but (6.3, Build 9600)" according to DxDiag.

I've tried:

Running as Administrator
Downloading an older version installer
Downloading the Editor installer, rather than just the installer
Installing on a computer with the same exact OS

None of these have worked.
