How Does One "Setup" For A New Project
So i've been using unity for awhile and i was wondering if there was a efficient way to setup before a project or certain things e.g. settings to change.

You can't really ask that... It's a different project each time and require different setups. You will have to figure it out as you go.
Example, if you wanna make a horror game you'd wanna go into the render settings and make the environment darker.
Indeed there is a lot to consider project to project. The only real consideration for pre-setup is whether you chose the right space-system : 2D or 3D
And even 2D to 3D is easy enough to change mid project. Plays hell with your art though, so I wouldn't suggest doing it except on a prototype.
