Do unity ads work on test iphone with no sim card?

This is probably a stupid question, but I am testing my unity app on an iphone with no sim card. I already tested it on my android and everything works great, but on ios my unity ads aren't working. Is this because there is no sim card in the device so it cannot connect to unity ads? Or is this something to do with my actual code? Thanks a lot!

Unity ads connect via internet, if you have wi-fi, your phone should be able to connect to internet even without sim card.
