Input System Not Recognized?

I'm trying to make a character controller with the Input system but even though the code is right, I can't get it to work. It keeps saying that the Input System is undefined even thought I have it installed, and yes, I do have external packages as well as local packages, embedded packages, and Registry Packages on for VS Code in external tools.
