2DColliders don't display properly in scene view
I recently upgraded from 2019.2 to 2019.3. Things went pretty smoothly, but when I opened a scene and went into play mode I noticed that the colliders in the scene were not displaying correctly. Whenever I pan or zoom in the scene view the outlines of the colliders do not move or zoom. They are fixed in place regardless of how I move the scene camera.
As far as I can tell everything works correctly. I can toggle them on and off, change their visibility in gizmos, they collide correctly, etc. But it makes it impossible to see what is going on with the physics unless the colliders I am interested in just happen to be in view when I start play mode.

Unity 2019.3 is bugged, I recommend to you 2019.2 and 2018.2 those are the best
