Unity webplayer with multiple people

I've setup a server to test a web build of the software I'm working on. I'm using XAMPP to host the files and MySQL databases. This version is built in Unity 4.6, XAMPP is running on windows 2008 server and I'm connecting over LAN.

My problem is: When one person connects to the server and plays the software it works. However if a second person connects while the first is downloading/still streaming content their webplayer will just sit with a loading bar that doesn't move. If they refresh the page once the first person has finished downloading, then they can download.

Why is this happening? Is it possible for multiple people to download the ".unity3d" file at the same time?
