unity scrollview doesnt bounce

i have set a unity scrollview to elastic so that when you try to scroll beyond the end of the content is bounces back. however when i scroll from within the content area and it reaches the end it rigidly stops instead of entering the bounce area and returning smoothly. is there anyway to overcome this?
