[Help] Android manifest/permissions and ads

Please help, ive spent the last couple days with this problem, I can't get any ads to work in any of my projects, mainly admob integration but I've also tried unity ads which also dosnt work. No errors just simply nothing happens in the app on device, i was using the official Google plugin, then tried stans mobile ads asset then android native plugin. I'm getting nowhere nothing seems to work, I know I'm doing things correctly and the only thing I've come across that may be the cause of the problem is when installing the built apk on a device it lists no permissions, even though there is a manifest in plugings/android which lists several including the intenet for requesting ads. I've tryed writing my own and the one native android plugin creates, no effect. I then exported Google Android project, opened in android studio confirmed the manifest has correct permissions and built apk, still no permissions show as needed during install, maybe this is why no ad networks are working?
