texture atlas
Can i switch between atlases (with different resolutions) in Unity depending on the iOs device at runtime? If yes, then how?

yes
Identify the type of device in the first scene (http://docs.unity3d.com/Documentation/ScriptReference/iPhone-generation.html) and load proper atlas.
But how do you do it is completely dependent on technology that you use to draw your gui. NGUI for example, there is a lot of info if you search for "ngui switch atlas".
