Can someone explain the "Visual Effect"/ Project Settings to me?

I can't find a lot of documentation on the matter and I really don't know what can I do with it.

This is the documentation out there https://docs.unity3d.com/Packages/com.unity.visualeffectgraph@7.1/manual/VisualEffectProjectSettings.html

But not only is it incomplete but different from what I see on the editor. I'm on Unity 2019.3
