How do I create horror-like horizontal motion blur effect on object?

There is what I can best describe as a horizontal, glitchy motion blur effect that I've seen in horror games like PT. Most recently I saw it in Layers of Fear (WARNING! spoilers, a bit of gore and cursing in these links-you might want to turn your sound down a bit if you don't like scares)

Examples:

  • https://youtu.be/Lvls-TH0uVU?t=16m50s <--the ghost as it's walking around

How would I go about making something similar?

Hey, did you manage to pull off the effect? I am trying to achieve a similar thing in my game but have no clue what the effect is called and what to look for. Any idea?

Nope, haven't pulled it off yet. I dropped the project for now. but I still desperately want to know how to do it.
