What version/edition of Visual Studio is needed to create a WP8 plugin

Hello,

Can someone tell me what version/edition of Visual Studio is needed to create a WP8 plugin? (Both the real one (to be put in Assets/Plugins/WP8) and fake one (to be put in Assets/Plugins).) (Like described here: http://docs.unity3d.com/Manual/wp8-plugins-guide-csharp.html )

Are those versions/editions of VS free to use?
