Build Error-: Failed to compile resources with the following parameters

I am trying to build my android game in unity 5.6.7f1 in a new computer and i keep getting this error (picture attached) i am using android API 32 and jdk 11. I have unity ads enabed as services but i dont think that's the issue and help would be greatly appreciated alt text
