Is there any limit to how much data you can store on mobile?
What if you're streaming/downloading and storing an entire 500 MB scene?
Is the only way to store data on mobile via PlayerPrefs?

You should use BinaryWriter to write directly to the disk. There shouldn't be file size limits.
I believe I read somewhere that the limit was 4 or 8GB on iOS/Android. You may want to rethink downloading that large of a scene, users will burn through their mobile data very quickly with that kind of streams and could take a long time to download.
What I should have said was, any file size limit (which I still can't find reference to) shouldn't be the limiting factor, since loading a 4GB scene file into memory isn't really practical - let alone downloading it, as you mentioned.
