Memorandum of Understanding

Delegations of a number of nations and peoples gathered in Tartu, Estonia, on 5 and 6 September, 1990 to discuss the problems and aspirations of nations and peoples throughout the world who are not at this time represented as such at the United Nations.

The delegations considered the creation of an international organization to serve as a forum for participating unrepresented nations and peoples and to assist such nations and peoples to realize their respective aspirations through non-violent and democratic means.

The delegates unanimously agreed to found an organization. To that end the meeting appointed a preparatory committee to convene and organize the founding assembly of nations and peoples in February 1991, at which time a Charter and other founding documents will be adopted.

The organization of unrepresented nations and peoples will be a non-aligned organization dedicated to non-violent programs and solutions. It will offer an international forum as well as much needed services for those nations and peoples whose causes and needs are not adequately addressed in existing international bodies.

At the organization's founding assembly, the many nations and peoples who have expressed the desire to be founding members, some of which were unable, for various reasons, to attend the Tartu meeting, will be invited. The following persons were elected members of the

Dr. Michael van Walt was elected Executive Director for the convening of the founding Assembly.
